Shandong Woman Who Had Third Child at 67 Could Face Fine

    Nov 04, 2019

A 67-year-old woman who gave birth to her third child last week in eastern China’s Shandong province could be fined for violating China’s two-child policy, domestic newspaper Southern Metropolis Daily reported Sunday.

In response to the unusual birth, family planning authorities in Zaozhuang City told media that families with three or more children could be subject to fines, in accordance with a provincial regulation limiting couples to two children except in specifically defined circumstances. The 67-year-old woman, who identified herself with the surname Tian, gave birth Oct. 25 via caesarean section, becoming the oldest new mother ever recorded in China. A hospital spokesperson told state broadcaster China Central Television that Tian “was able to conceive naturally.”

Since China relaxed the one-child policy in 2016, many provinces have attempted to boost low birthrates by encouraging two children per household. In January 2017, a couple was fined 64,626 yuan ($9,500) for having a third child, suggesting Tian and her husband may face similar repercussions. However, experts told Southern Metropolis Daily that because both Tian and her husband are over 60, they may find protection from such penalties in laws protecting the rights and interests of the elderly.
